AP Land Titling Act Sparks Heated Political Debate in Andhra Pradesh

The AP Land Titling Act of 2023 has stirred significant political debate in Andhra Pradesh. Passed in September 2022, the legislation has become a central issue in the electoral contest, with allegations and concerns among voters.

Chandrababu Naidu, leader of the Telugu Desam Party (TDP), has criticized the Act, calling it the “Land Grabbing Act” and staging dramatic protests, such as tearing up land revenue passbooks. This has resonated with voters, raising fears of government overreach and property loss, especially in light of controversies over Telangana’s Dharani portal.

The TDP opposed the act, stating that the YSRCP had an ulterior motive of snatching the properties of the people by invoking the provisions of the act. The TDP said that the act allowed the government — and even outsiders — to take away private properties.

It was also alleged that the act was meant to legalize land encroachments by YSRCP leaders. The issue generated immense heat in the campaign with the TDP, tearing up the land title passbooks printed with Jagan Mohan Reddy’s image on them.

Naidu aims to channel dissatisfaction towards the YSR Congress Party (YSRCP) and Chief Minister Jaganmohan Reddy, suggesting the Act could lead to widespread dispossession. In contrast, the YSRCP defends the Act, claiming it will enhance transparency and protect land rights, with support from the central government and Niti 

Aayog.

The debate reflects differing views on land governance in Andhra Pradesh, with the YSRCP accusing Naidu and allies of politicizing the issue and hindering development, while highlighting progress in land surveying and the Act’s potential benefits.
